The objective of the SHINE Program (Serving the Health Information Needs of Elders) is to provide unbiased health insurance information to Massachusetts residents with Medicare and their caregivers. The SHINE Program provides free health insurance counseling services through a network of highly trained and certified volunteers. SHINE counselors are trained to handle complex questions about Medicare, Medicare Supplement plans, Medicare Advantage plans, Medicare Prescription drug plans, MassHealth and assistance programs that help pay for health care costs for those with limited resources. This program is funded through the Centers for Medicare and Medicaid Services, CMS and administered through the Executive Office of Elder Affairs.
